TAXIS AND PRIVATE HIRE VEHICLES: THE ROAD TO REFORM Publication of Transport Committee Report



The Committee has agreed to publish its Seventh Report of Session 2010–12, Taxis and private hire vehicles: the road to reform (HC 720), at 00.01 am on Tuesday 19 July 2011.

Embargoed advance PDF copies of the Report will be emailed on Monday 18 July at 9.30 am to all those who gave oral evidence.

  1. Every taxi driver should follow the code of conduct of taxis and private hire like frimley taxis does in frimley area. Drivers and cabs should be clean and the drive should be comfortable. Only licensed drivers.

  2. Taxis—described in legislation as 'hackney carriages'—operate from ranks, usually situated in city and town centres, and can be hailed in the street (known as 'plying for hire'). PHVs—sometimes known as minicabs—must be pre-booked and cannot use taxi ranks. Walton Taxis can accept pre-bookings and effectively operate as PHVs but it is illegal for PHVs to ply for hire. The Department told us that "there are some 75,000 licensed taxis and 150,000 PHVs across some 300 licensing authorities in England and Wales"

  4. The Government is grateful to the Transport Committee for undertaking an inquiry into taxis and private hire vehicles (PHVs). The Committee's report provides a helpful analysis of the issues and it demonstrates just how complex those issues can be—and how widely opinion varies about the best way of moving forward.
